Is Brandon McCellan’s murder a hate crime?

Paris Texas. Many of you may remember Paris Texas as the town were Shaquanda Cotton was sentenced to a possible 7 years in prison for pushing a hall monitor while a young white girl was sentenced to probation for the crime of arson by the same judge.
Now a black man Brandon McCellan has been killed in a hit and run incident in which his body was dragged 40 feet. Some believe that police and town officials are very reluctant to label his murder a hate crime because they don’t want the negative publicity again.
